DO not refill them, they have an electrostatic roller and several mechanical parts which break down and when they do wear out they can damage your printer.
A money saving option is to get a refurbished cartridge. They are usually about 40% cheaper than the Original and have had many of the moving parts inspected and replaced.

Refilled laser cartridges work quite well, and are cheaper. Inkjet ink, however, I would say buy new. The liquid ink in them dries out in various tubes, and so the recycled ones often have issues. The powdered ink (toner) in laser printer cartridges, however, is a different matter entirely.
Good question, and where do you fill them at a good price........... I think its better to buy new..................!
